My arguments were that people sometimes commit crimes, those crimes are not mild enough for a fine, but not bad enough to deserve death. Keeping the criminals behind bars means they get 3 meals a day and a somewhat safe place to sleep, which could actually be better than their life outside the prison. So cities would need some way to deal with the prisoners, where the prisoners are not just standing around all day, but where the prisoners are not free to escape. So you may have a situation where it looks like a slave chain due to several people chained together and guards around, but really it is a work gang from a nearby town with town guards to protect the prisoners from the small stuff.

The Slavery download has never been completed by the Mutantlord for various reasons, one being the potential negative backlash over actually codifying how to implement slavery mechanically in the game (the other reasons being his recent medical issues, the ongoing big-wet-infectious the world has going, & simply the fact he is nearly a one-man show when it comes to creation of game materials, heh). I have slavery in the my game (both legalized, as punishment for severe crimes not warranting a death sentence & amoral/racial-based slavery as seen in the DOA's treatment of non-mutant humans). I also have it appear with raiders/near-human races use of captured victims. It is a element in the Post-Apoc genre that each GM has to address. Do you allow PCs to own slaves? Can they be slaves (several slave types are starting castes after all)? Do the PCs take slaves instead of killing captured enemies? All questions each GM must address in their game.
I've seen PCs as the amoral slavers, anti-slavery advocates, & every shade in-between.
Real world slavery was & unfortunately still is a terrible violation of the human spirit but this is a game, it is IMAGINARY. Slavery has been an part of the Post-Apoc genre since its roots so long ago.
Human nature being what it is, I am afraid REAL slavery in all its many forms will plague mankind for many generations to come. How & even if it is portrayed in their game is up to both the GM & their players to ultimately decide.
