So I know that the benefit of weilding a shield is a bonus to -DV that you don't have to work for as that limb is sacrificing an attack for protection. But parrying with even a long sword can give twice as much -DV than a tower shield.
Basically what I am asking is "Why have a shield when I could just parry with my offhand?"
Or am I correct in assuming that you cannot parry with your off-hand as the parrying section does give special mention to ambidextrous characters.

Parrying works by improving one’s defense value from all frontal and side
attackers, but, in doing so, it usually disallows attacks by the defending character
during her rounds. Any SV benefits of the weapon expert skill apply as improved
DV when using a skill enhanced weapon to parry instead of attack. The
exceptions to this rule are when one uses some mental mutations; or when
cyborgs employ auto return-fire turrets; or whereby ambidextrous characters,
those with multiple appendages, or characters of 7th or higher rank who get
more than one melee attack per round, choose to mix their parries with strikes
within one round, which makes for some very exciting action.
So your correct, couldn't parry with an offhand, but you can at 7th rank parry with one of the extra attacks a player would have. Also, can parry with extra limbs that would provide an attack normally.

Ah that definitely seems more balanced then if the off hand and the offhanded attacks (1 at rank 1-6 and two at rank seven) you can't parry with. So a player would have to choose to sacrifice an attack with their primary hand and just settle for 1 off Handed attack (below rank 7) plus any extra limbs they might be gifted with.

Hmm, that brings up something else that came up recently among my players; since unarmed combat(Martial Arts) allows for multiple unarmed attacks especially as points are added to the skill. The question being could a martial arts allow for one limb to be used for parrying and the other limb used to use a gun and get full ROF or draw and use a melee weapon or lob grenade...note: all players involved are below rank 7. I ruled no as parrying is a full action---martial arts grants more unarmed ATTACKS, not more ACTIONS in a round.

It's certainly a balance question. One thing you'll need to consider, a single character can only make their melee attacks against a single target, all of them. Only a Martial artist can defend and attack against multiple targets. If a player is being attacked by 2 targets, they can try and parry one attacker and attack the other, but not parry both or attack both. It also comes in from the often overlooked two weapon fighting, that a PC under Rank 7 can attack twice a round, taking a -20sv with their offhand. An ambidextrous PC doesn't take this penalty, but in either case they can only attack one, and defend from one target. Literally 2 low rank Raiders ganging up on a PC is a difficult fight.
