so I am trying to expand the scope of the great ruins area. But I can't pinpoint what "city" is the basis for the location. If the whole region is the LA basin, are the great ruins LA or Pasadena? or is it focused on JUST Los Angeles proper?

That has been left up to the players, but I've always imagined its a metropolitan built up area around old China town. In the book it's indicated that Visalia is to the north, which it would be, meaning old Malibu is on the coast line and the 101 is likely buried under water still. Overpass might be the 5.
