So I'm about halfway through the Mall of Doom, so please forgive my ignorance if elements of the following idea is covered somewhere I missed or haven't got to yet...
It struck me as an exceptional coincidence that the elevator shaft which harbors the Sea God also leads to the chamber underneath the Temple of Kwon - and I wondered if I had missed something about the Kwonites and the Moaner cult was connected somehow, but so far I haven't read anything on that.
But what if it was?
What if instead of Kwon being a pandimensional being, he has two halves - one half which is mostly human, and one half which is mostly moaner? I think that would be a neat twist when the players come to it (yes, I'm thinking he's split right down the middle and each half floats or hops around), but if I decide to implement this idea I have to figure out Kwon's motivations. Any thoughts?

Well it says in the mall of doom book that Kwon is inevitably evil in all of his pandimensional forms and wants to take or the world. So having him split into a moaner could be used to create some sort of moaner king. He could rally most of moaner kind in the wastes, amassing a dune zombie army of biblical proportions. Using them to march on the unsuspecting peoples of the wastes. His alter ego Kwon and his faith could be working the religious angle to convert as many people as possible or to distract and disuede the peoples of the wastes that the dune zombies are no threat at all when they really are.

I haven't decided if I'm going the multidimensional route with that guy. I don't think the players will ever be aware of it and I don't know if I want that aspect in my TME games.

Towards the end of the MOD, you do learn that K-Won/Kaywon (as Benwad and those on the CEO's side mockingly call him in my game) is in control of the moaners under the town and their "god", the monstrous sea serpent thing. He does sometimes feed them his followers because there are torn red robes with gold trim scattered throughout the complex.

K-Won in my game is going to be multidimensional because i also run a dungeons and dragons world with my group. It will make for a great villian that follows them in whatever game they play. I like the idea that K-Won is an evil sorceror in one of his aspects, this i can totally use in D&D. Mall of doom has a lot of squishy moments in it ive noticed and as a result when i gave my players the option of red crater or mall of doom as the first module played they chose red crater for its more militaristic setting.

I hear you and I think that's a good hook for cross platform gaming. We played a ton of R1fts back in the day and I want to keep the feel of this game separate. That game is all about cross dimensional tomfoolery. Our last game (with this group) was Rolemaster. Played that for years. It's not "terribly" complicated, but it is one of the most detailed simulationist fantasy games we've played. A lot of brain power and chart flipping just to perform what would be simple actions in other games. TME is a welcome break; lot's of easy to GM, easy to play, light-hearted fun in comparison.

Our group wants nothing to do with rifts. Its actually a long running joke in our group. Dont get me wrong im sure rifts is a fun game to play and everyone in my group would probably play it if one of us really wanted to GM a game of rifts. Any game where you can play as abraham lincoln riding a teradactle with laser eyes and cybernetic missile launchers instead of legs is to over the top upsurd for them which is really hard to say since they crack jokes all the time during game play. There is a line i think for most of them and rifts clearly crosses that line.

Exactly. We had our fill of that but can now embrace a really cool, sometimes extremely dark and serious PA game. The MOD is really dark, depressing and sad. Might be one of the saddest modules I've ever GM'd. (The 1st ed Slaver series came close; at least how I ran it.) Sometimes we need something to lighten the mood after hearing so much about townsfolk experiencing such horrors in the MOD.

Here's the changes I'm thinking of making for my campaign which I'll be starting on Sep 4.
Kwon is a purestrain human with bright blue eyes who is the leader and messiah of the pure strain human cult called KWONIANITY. His right arm is cybernetic. He wears heavy robes at all times, except when in his personal chambers (more on that later).
The cult of Kwonianity follows Kwon blindly and is burgeoning outwards and always looking for more members, but the cult does not accept mutants of any kind, since Kwonianity espouses that pure humans (Kwonites, specifically) are the chosen ones that will ascend to heaven on Judgment Day, whereas mutants will remain to languish in the wasteland.
Kwonites all shave their heads and wear red robes (or whatever they can find that comes close). The Kwon religion states that Kwon will father a living god who will, on his 13th birthday, call the spirits of all faithful Kwonites to heaven to live in ecstasy.
Astute characters may notice there is a high percentage of pregnant young women in the Kwonian cult. These women have been impregnated by Kwon and hope to bear the child that will become God.
Kwon is openly tolerant of any mutant PCs and very generous to any purestrain and cyborg humans. He is happy to provide the resources of his flock including weapons, ammunition and other gear in the hopes that it will help the PCs fulfill their quest of discovering the source of the kidnappings in Walsave. He also suggests that non-mutated PCs join his “family” of followers, since not only will they benefit from enlightenment, but there are many earthly benefits such as security and free love, man.
KWON'S TERRIBLE SECRET: In fact Kwon is a mutant. In addition to the powers of mental domination which he possesses, the lower half of his body is a mass of ropy tentacles. Nevertheless he has used his power to indoctrinate scores if not hundreds of young women into his cult and in his chambers had his way with them. Many pregnancies have resulted. The baby born of such a union is usually a horribly mutated abomination. These babies are sent down to the mall beneath Walsave to be raised by Kwon's secret army of moaners. Any troublemakers or disillusioned mothers are also sent to the moaners.
Worse still, there is one special child of Kwon that lives underneath town who the moaners do indeed worship like a god. This son of Kwon is a giant, horrifying mutant creature which lives in a radioactive lair at the bottom of an elevator shaft in the mall of doom. It is composed mostly of tentacles but has a giant face in the center of it that shares many attributes with its father including bright blue eyes, though this is difficult to discern as the child can project an invisibility field at will. The child-god of Kwon accepts and feeds on human sacrifices from the moaners in the mall of doom on a regular basis.
Though Kwon talks a good talk, he of course does not want the PCs to succeed in uncovering the source of the kidnappings, because the source is of course his army of moaners.
MOANER NOTES: The moaners are forbidden from having sex with human & mutant captives, but it still happens (even with the pregnant ones)
Tonka is the smartest and strongest moaner, She is the alpha female of the pack and brutally dominates them. If she catches any moaners having sex with a human, she publicly castrates them as a warning and example. Tonka is Kwon's moaner lieutenant and liaison to the rest of the moaners.

As always, an interesting spin on things. You've really made it your own. There are several adventure hooks peppered throughout the MOD that I like. In my game, he got away, leaving only his harness and an ear. I'm thinking about the one saying he'll be resurrected as a 20 foot golden war god, or some such. He might team up or get captured briefly by the Cyborg Mother Queen/AI who's been randomly implanting critters in the wastes. If he had cyborg limbs attached, he would be even more deadly. It would have to be a quick release version, in case he needed to fly away. Might as well stick on a few mounted weapons to boot. Once he musters an army, he'll probably hit Pitford and the surrounding settlements. Thanks for the great ideas!

Torenatkinson You have out done yourself! This take on kwon is great! I especially like the son of kwon with the giant face at the bottom of a radioactive elevator shaft. thats some good stuff. let me know when you start playing around with ideas for the mecha and their war against the androids. I`d love to hear your spin on them.

I've enjoyed his stuff since I was a teen. His writing style was so different from everything else I read at the time. Loved it. TME definitely has shades of that style, hidden around the corners and in the darkness. In fact, I believe today is his birthday! I'd love to hear about how you've incorporated his style.

One way to hint that Kwon has the dimensional tapping ability, is that he can access knowledge from his other personalities. So you could have him using knowledge as a businessman to get economic control, while his mind reading powers let him provide hints of how advanced technology (lasers and shields for example) works, so his business personality can develop better technology. Similarly, another personality might be able to research magic, and use the knowledge of assembly lines to make lots of war golems.
The overall clue is that he wants to be at the top of the local food chain. He selects an area that is without leadership, and moves in. He sets himself as a power base, using whatever resources are available so he can live in comfort, and his followers all adore him, plus are trying to convert others.
In business terms, he would organize supplies for a disaster relief, and ensure that his company is seen as providing the aid, even as it is bought and paid for by the local government. He could even be the head of a large charity, popping in to help people, and building up his popularity.
In fantasy adventure terms, (s)he would be a necromancer who uses undead to serve as assembly line labor, freeing up the people under her rule so they don't have as much back-breaking labor (i.e. undead horses to plow fields).
The key is that the local Kwon would find an area that needs leadership, and set him/herself up there to be in charge. The locals will adore their new leader, and give him/her more power.
Edit: In Entry 70, where the Moaners have their butcher shop, imagine if one or more of the people captive have the Regeneration mutation? All the moaners have to do is feed the person barely enough to survive, and their bodies regenerate whenever the moaners cut some of the meat off. Nice little bit of Nightmare Fuel for the person in the Excavator group who likes to brag about their regeneration ability (if they lose against the moaners, that character is an infinite supply of meat).
