Very powerful rifle, so it should be quite rare and in dangerous areas (as otherwise it would have been looted already).
On note I have is that based on the massive damage, is that whoever is being shot by this weapon is going to be in screaming pain at the very minimum, if they are still alive. The people seeing such a hit might get a rough idea of where the shot came from, as the beam would deliver enough energy to vaporize the water in the target's cells, causing a steam explosion. Since the weakest part of the body at that point would b the entry wound, you'd see a blood/body parts fountain from the hole towards the direction of the shooter (but at the range mentioned, spotting the shooter will be difficult.
I am curious about the beam being invisible when firing, as the energy being used by the laser would heat up the air in the process. What could be done is saying that weapon uses ultraviolet or far infrared laser for spotting (and this frequency is visible to the special scope), rendering most imaging and infrared scopes useless for spotting the targeting laser. When the weapon fires though, it would be a short and sharp beam, making a difficult test to spot it.
Definitely a high level laser though, have you thought about the sorts of sites that might have one of these weapons in them, that Excavators might have fun exploring? It could even be a race between Excavators exploring the Ruins, and a Mecha team trying to get the weapon first. But of course it is a biological research lab, and Mr Giant and Cranky has been woken up by the two teams fighting each other.

I'm putting this gun in a Bounty Hunt lol. I've had a sniper bounty hunt in the works for a couple months, this weapon is perfect for that story to equip the elite sniper with and make them a nightmare opponent for the players!

If you think it will work without throwing the balance of the adventure off, be my guest. If nothing else make sure it is damaged & needs the expensive repairs & jury-rigging by a gunsmith. That would bring its value down allot & also make it less effective, putting it between the standard carbine & heavy carbine in power (with less range & fewer shots then either of those). Would still be a powerful but one less likely to throw off PC balances (at least for low to mid-range PCs, high end ones probably have superior fire-power to it by this point in their careers).

With respect to balance my players treat the game like a rogue-like. When I GM I try to create an environment where their crazy lofty unbalanced nightmarish goals can come to life. I'd give them this weapon and the skematics to build more, rockets to ride into space and aliens to fight them with lol.
