Skill Points can always be used on the list of skills under Possible New Skills. The last paragraph on page 35 sums it up. As long as the character used one of them (from the list of Possible New Skills) in the last rank's worth of adventures, OR they can be used for Stealth and Dodge as they are always used kind of passively. If your players got into combat they used more than likely Dodge, Stealth, Weapons Expert (they used a weapon so using that weapon can be improved), maybe Brawling. Any of these skills or any skill they already had, and USED, may be given skill points.
In your example 2 I say they can apply as many points to a single skill (unless it involves a technical skill which would be could be a huge jump in knowledge), but, I would remind the players that as they rank up they get less and less skill points and could roll poorly on table TME-1-21 for Skill Point Bonus, getting even less. They might not want to focus on a few skills early on, instead they might want to spread themselves out a bit more but that's a personal choice.

I would allow for a player to save a skill point or 2, not a bunch and not be able to dump a lot at one time into a tech skill unless some significantly more advanced tech is found and worked on,

Education gives you the "free" skill point so that future bonus skill points can go towards that skill.
