Just curious if Combots communicate externally with anyone, and if so would they be programmed with the ancient languages of the region they are in? Is this just a GM discretion type thing? If the info is any of the books, could you point me in the right direction.

I believe Combots can speak, I seem to recall one saying something in one of the adventures, possibly Mall of Doom though I can't be sure if that was just my "spin". It's worth remembering there are four kinds of robots/androids in the wasteland.
-Old World (original programming) that's either just woken up or been wandering around since the collapse. -New World (new programming) these are either made now or been reprogramed by intelligent beings. -Mecha (infected) these want you dead but (depending on the equipment) can pretend to be one of the above. -Self Aware (sentient) these are basically just normal characters but with different needs.
The text in the hub rules doesn't mention if "old world" ones spoke but dose mention there was many models and designs, and used for fighting humans and could be given all sorts of orders (it'd make sense it could ask "who goes there?" so it doesn't murder it's own men) so its largely up to you. (Plus in the Robot Encounters it's possible to meet Combot's with human brains.)
I personally rule that "standard models" can speak, they seem to have speakers on their mouths, the seem to share a base design with police robots, and whilst not a "hard rule" they have the same or better INT stat than most talking robots/androids/critters. Though I wouldn't say they could be reasoned with (unless it self aware, or programmed to be adaptive)
