Am I right to assume that you get all the pure stock human abilities along with your implants such as the 2 rolls and the 10 points?

I don't believe so, no. None of the other races refers back to others like that.
The 10 points basically balance, to offset their lack of mutations, augmentations, or implants that the other races get and allow you to flavour your character a little. Its the old classic "humans are flexible middle grounders".
I feel the Mutorg (Mutant Cyborgs) race confirms this as they aren't rolled as Mutants then as Cyborgs, instead they get fewer rolls but for both implants and mutations.

No problem, Cyborgs are fun to roll up you can get some real beasts.
One of my players rolled a real fast, real strong one with the best force shield (reduces damage per hit) and a shoulder mounter light laser canon (deals D100 damage, and attacks separately) but utterly awful endurance. The perfect class canon and a right sod to properly balance for in adventures.

The best way to keep cyborgs in check is with monsters that affect their mind or can zap 'em. Even if there isn't one like that in the rules, you can just make it up!

My youngest made a random cyborg this past weekend for Muddy Mayhem game. Little sucker got the assault rifle weapon arm, Power arm for the other an optical eye (using QSR). He was punching through some Skullocks lol. He was also the one fighting the Brute with the Chainsaw. He loved the fight.

I rolled a character for the campaign I'm starting up with some friends and, I must say, cyborgs can turn into some pretty cool characters.
The one in particular I rolled got the three offense parts... Rolled for two metal arms, and the 3rd a metal claw.
So if I understood the implant correctly he would start with 3 attacks, and if those 3 attacks land, the character could he say he grabbed the enemy, and just do an automatic 3D20 every round crushing damage.

Critters and mutants with the EM pulse do d100 damage to cyborgs, usually enough to knock them unconscious. My cyborgs have a tendency to fall out of boats and sink to the bottom of a river and drown... but still, I always love to create and play them. WM

That's devastating... and messy. Just be glad the GM didn't create that thing as an NPC villain.

Thanks for answering this Abe, you are correct-- although the GM could overrule the book... also, if a pure stock human later gets parts blown off and undergoes cybernetic implantation, the PC would of course keep all those character generation applied benefits.
