Stealth and Perception Detection While there are rules that show how effective a person or creature is at Stealth there are no rules to simulate a target being able to notice that something is amiss in the area. As it is not logical that someone with a 10 Perception should be equally as likely (or unlikely) as someone with a 100 Perception to notice a threat in the area I have devised this set of rules to reflect the ability of the target to detect someone using Stealth using their Perception measured against the level of Stealth of the opponent.

Note: Succeeding at this Hazard Check does not necessarily detect the exact location of the opponent, only that there is something amiss in the vicinity.
Minimum and Maximum Success/Failure Chances: The minimum roll to succeed at a task is 01-05 and the maximum chance for success is 96-100, providing a more reasonable likelihood of failure or success in situations. (From a balance standpoint I want to make sure there is a challenge even for supremely gifted characters. No one should be able to stand in a nuclear reactor with impunity.)
