Faction: 2261 Accord
Government: Lodge of Elders led by the Lodge Chief. Three principal factions, Crow, Beaver and Otter tribes.
Populations: 340-420 /Pure Stock >5%/ Synthetic/ Cyborg >5%/ Mutant >5%/Ghost Mutant >5%/ Plantiod 0%/Beast Human 95%.
Site Details: The wood lodge of Tulare sits on the swampy lands that rose up and reclaimed the lands that had once been drained into fertile farms. The lands are largely flat and forested, with almost all the old worlds ruins erased in a wild territory of swamps. In the rainy season, between November and April the Tule fog blankets the area the thickest around Tulare. When the Tule descends it's impossible to see much further than your own hand stretched out in front and the swampy Tulare becomes a death trap for anyone that isn't native to it.
Construction: Beavermen built up dams from the confluence of the Clovis and Three rivers forming wide shallow pools that downed timber is floated in to anchor and build up forming surprisingly rugged housing for the Beastmen who populate the territory. Planks of earth and wood run from one dwelling to the next as a house grows to accommodate the family. This has resulted in an apparent hap hazard construction pattern of twisting corridors and multiple levels that go underground or under the water with entrances at various points that can be accessed by flying, walking or swimming occupants. Timber is grown at the edges or even in the swamp, though the majority of new wood is harvest from the east as the Tulare swamp expands from the industrious hammering tails of the Beavermen.
Water and Sanitation: Being down river from the continuous growth of Visalia presented a sanitation problem for the people of Tulare. The Beastmen showed their true ingenuity here by planting extensive freshwater muscle farms in every dam that receives water from the North. This, mixed with the extensive earthworks and marsh plants not only filters the waste water but provides the marshes with a rich nutrient base for the shellfish that the denizens harvest as a meat crop annually. Drinking water is usually taken straight from the waters around a community and waste water dumped down stream to flow into the next dam system.
Technology: The Beastmen of Tulare have forbid all electronic devices save for a communicator and solar panel to charge it, a gift from Bitter-Toe, to contact other settlements during raids. The Tularians pride themselves in rediscovering the crafts of the land, though their dedication to primitive technology is not a detriment to their thriving. They have demonstrated a deep understanding of geometry and complex physics, using rock, root and timber to lash together complex water driven machines used to add automation to tasks in forges and to assist in lifting heavy loads.
Dangers: The peace that Tulare experiences is not because of the apparently docility of the people, or to some elite military force keeping them safe. It is the Tule, the fog, the Witch Myst, the White Wall of the North. It is thickest in and around Tulare itself and comes annually during the rain season between November and April. It's unknown just how the Tule keeps the people safe, though when it descends entire armies have been lost to it. The normal hazards of the Mutant Epoch exists in the swamps of Tulare and the Tularians keep them alive and well fed with lost travelers and roving mutant bands from Bakerfield.
Law Enforcement: Law and Order are put down by the Lodge of Elders, when no majority can be reached the Lodge Chief has the final say and can break a tie or overrule a decision during their sitting but can only overrule a previous Chief with a 2/3 majority of the tribes lodge elders. Any crime committed within the lodge, or home, of a tribesmen is handled by the eldest member of that household. Death sentences are rare, though slavery of a year and 1 day is a common enough practice. Visitors will be surprised to find most slaves won't have shackle or chain on their person, as the swamp is cage enough for those that can't fly or swim through it.
Military and Defense: The water acts as the natural barrier to any invader, having to wade or swim across it to reach any of the dwellings of a swamps interior. It's difficult to even locate organized farms as the majority of produce is a part of the swamps ecology, making even destroying the crops virtually impossible without destroying the entire land. The mutated wildlife is thriving and attacks with venom, tooth and claw at stragglers or lonely wanderers. The lodges themselves are armed with as many muskets and crossbows that a lodge can craft for itself, though it's a determined invader who can even get to a primary swamp of Tulare, without having been torn to pieces by guerrilla fighters from the dozens of farmstead and outlying lodges of many family swamps.
Visitors to Tulare: Barges from dry land frequent back and forth from one settlement to the next, though any visitor to Tulare will have to endure going through many farm swamps and Lodge strongholds which can take the better part of a day to just move a few kilometers by boat, and maybe never by foot. The barge points are identified by old dead trees that have been carved into stylized characters of beasts or people stacked atop each other. Most visitors can expect clean beds, good food and hard fought debate. The Beastmen of Tulare have a love of each and will usually refuse payment to house what they see as an honored guest. Hospitality is a sign of greatness in the lodges and the more charitable a lodge can afford to be, the greater the family and its resources. Though visitors should not mistake charity with foolishness. If this charity is abused, or an insult is given they can expect retribution to be bitter and swift. Enslavement for a year and a day is common for most crimes, lewdness, public drunkenness, and disturbing the peace being many of the most commonly broken infractions. For the most heinous of crimes the Lodge will wait for the first Tule Fog during the rain season. The criminal will be given a fire hardened spear and be stripped naked and turned out in the Tule.
