Some ideas

There could be enclaves in certain towns; such as a cyborg enclave in town X, cyborgs are not allowed in the rest of the town.
Harpoon: d20+X
d20 removal next round with strength test (as the barbs on a harpoon rip out innards since harpoons aren't designed to be removed and should cause massive damage)
Still working on a Monitor Lizard; less armor than an alligator, more intelligent, more perceptive and faster. No bite but same tail attack. Monitor lizards are a class of lizards noted for their intelligence, perception and are totally fearless. A Komodo Dragon is a monitor lizard.

i say give them a bite attack with poison (i.e. nasty bacteria ) also. it doesn't have to do massive damage. for fearless i suggest a very good willpower bonus.

A Komodo Dragon beastial human would be really frightening. My Brother-in-law is a botanist for a University and they sent him to one of those islands with the komodos; one dragon chased him into a shelter.
Related to this topic is a gila Monster beastial human, which is going to be in the expansion book. This lizard-man has a poisonous bite.
