On page 50 ,of the main rules, it states characters with the Sniper skill, "because the training of the character, is such , he or she aims for the most vital spots on the target, increasing the damage on a strike". Also, it takes 2 rounds to aim and take the shot.
On page 108 , of the main rules , under "called shots", it states the carefully aimed called shot takes 2 rounds to prepare and take the shot, the same as under the Sniper skill.
Question ? Shouldn't characters be able to add their Sniper SV and damage bonuses to the called shot special hit location affect ?
(head shot etc..)

Yes, I would add the Sniper SV and damage bonus to the called shot, the same as taking a regular "sniper" shot without making a called shot.

I concur. Sniper skill bonuses stack with situational bonuses (although 00 on a d100 is still a fumble, no matter how high the modified SV actually is. The overflow simply counters penalties).
