Power Arm Question

Hi all,
I have a questions about the Power Arm Cyborg Implant in the Hub Rules pg.90.
1: Does the Power Arm function as a normal arm in all respects.
2: Can the Power Arm be fitted as the dominant arm. Reason i ask is there is a passage "This arm is assumed to be the cyborg’s nondominant
arm: however, it suffers no off-hand penalty" that confuses me a bit.
