the description for missiles say that when hit , the missile suffers a -20 SV penalty . does this mean the missile makes another strike value roll ? a missile can be fired at , so how many attacks can one character make at a missile? traveling under speeds like 290M per round id say one maybe two.

Good question! I don't know exactly.
Here are some ideas;
One way to do it: you'd have to get initiative on the missile. I'd treat the missile as a normal combatant once it was launched. If you're firing from the side, you 'might' get the ROF for your weapon, but in that 3 sec, (like you say) it's moved over 200m . One shot, -30 SV from the side, if you get init. If you hit and it's still flying, then it rolls strike -20 (most missiles get a SV bonus anyway.) Advanced Battle rockets can be self guided and should correct themselves in a few rnds.
Another option: Just subtract -20 from the original SV of the missile.
No one has tried to shoot a missile in my game yet. I need to add more missiles.
