Most of the Mental Mutations have a range based on WIL in meters, WIL x2, etc.
The Telepathy mental mutation, pg 75 TME, is overpowered for my game.
An average mutant with Telepathy (WIL 10-34) has a 10km range.
This isn't extreme for communication, as you could also have a communicator wristwatch with the same range.
It's when WIL is even slightly above the norm, that this mutation gets gonzo powerful.
High Traits aren't the norm, but neither are PC's. Traits of 60 are Olympic Athlete/Chess Master levels but the chart doesn't stop there.
Right now, the ISS is orbiting ~400km.

If we have WIL 60+, that wouldn't be a problem at all.
Sure, that's assuming you're directly underneath it. Speeding by at over 7km/sec, it's moving over 21km/rnd, but that isn't an issue either with a WIL 60. You get the full 2 minute duration before it's out of range.
Crossroads:
Maxmorta of Newburg is an extreme example. WIL 121 allows his Telepathy to reach anywhere in the "Solar System". Assuming we cut that off at Neptune, that's 4.5 billion km. This guy can 'talk' to someone that far away for 12 hrs! The Honorable Mr. Truesight is the same.
Mrs. Clean has an even higher WIL. Mujwok? At least we can cut him off at 2,000km..
One of the PC's acquired Telepathy around Rank 7. His WIL isn't that high so neither is his success. I'm not prepared for him relaying messages with deep space stations.
(Another thought- This mutation must be faster than light; it takes radio 4 hrs to reach Neptune, then 4 hrs to get back. Quantum Entanglement maybe. )
I have some thoughts about how to reign this in for my campaign. Not finished yet..
Range: WIL x2 meters.. (x3, x4..)
Touch: Increases the "Relationship of Receiver" +1 column.
Usage: 2x/day/Rank
Duration: 1rnd/WIL
