So I was thinking about bow rate-of-fire and the multi-arm mutation. A normal being with 2 arms has a rate-of-fire of 1 shot every 2 rounds; 1 round to pull out an arrow, nock it, and draw it back and the 2nd round to aim and fire the arrow. That being said would having an extra arm on the right side (for a right-handed person) allow 1 shot per round, with each arm alternating nocking and drawing the bowstring? (So an arrow is always being nocked and drawn immediately after firing)
Does that sound reasonable or is it a bit much?

Yes, If I was the GM at your table I'd say you have two options, either shooting one arrow per round, or instead, every second round but using two arrows on the bow string with your extra arms holding and pulling back the second arrow.
In a lot of fights, especially in ruins, your hero might only get one round of missile combat in before he or she has got to drop the bow and go for machetes or freaky appendages. Holding two arrows at the ready with one bow, can give the PC two shots in one round then ditch the bow and go for the blades.
Man I wish I could see this in a movie!
Oh wait, Legolas in Return of the Kings shoots a couple of arrows at point blank into the brain of an Oliphant. Okay, so I tried this myself... not shooting an animal mind you, just at a distant target with a bow. The loss in punch power of each arrow was very noticeable. Of course, I don't have three arms so like in all things, your game master is the one to approve or not approve a new rule, but I like the idea myself.

WM That's a good experiment to actually see what would happen. The bow has to put it's energy into the weight of 2 arrows.. what's that? 1/4 damage? Don't know if my math is correct there, but an easy HR could be to 1/2 effective range. Instead of 40m for a "bow", you now have 1-20m at normal damage and SV with 1/2 SV and 1/2 damage at 21-40m. That's just using the normal rules for effective range. I'm not a bow guy so this is just off the cuff. The "called shots and multiple attacks/rnd" rules on pg 108, bottom right, might apply for the extra arrow fired at the same time. Whatever the GM decides about "holding at the ready" with the extra limb could also answer questions about changing clips in battle, pulling another weapon, switching from single shot to burst on an auto weapon, etc.
