in the core rules the example for encumberance , a characters walk rating is not penalized until the run rating is lowered below 3 meters per round.the example given says :
a human wearing full plate armor(-2m per round)who also wears a full helmet (-0.5m) and carries a tower shield(-.075m)now has a running speed of 2.75 meters per round.
my question is : is the only move option open to this character is to run? or is there a walk rating that the rules did not specify?

Hey, mechslayer.
It sounds like the guy is so overburdened that he can't actually run. His run, or max pace is everyone else's walk. As a GM, I'd still let you go a bit faster, but with an Endurance/Agility HC check to see if they pull a muscle, trip, etc. The rules talk about individuals keeping an eye on their surroundings. If they wanted to ignore safety, I'd let them. Maybe an Agility HC check on occasion. Penalties on initiative and DV/SV for being so focused on movement while encumbered.

Yes, Providence13 has movement rates right. A heavily armored character moving less that 3m per round as his or her running speed could be considered to walk only 1.5m per round if a walking only speed was really needed.
You'll notice that creatures usually have only one movement rate, unless they fly or swim as well as move about on the ground. The movement speed is their maximum rate per round, and when a movement rate is most often needed, is during a chase or pursuit when the maximum for all participants is needed.
